The report recommended that the hospital should eliminate unneeded beds, expensive services should be consolidated, and use space in other hospitals.

The underlined portion of the sentence is incoherent and runs together two sentences (the hospital should eliminate unneeded beck, expensive services should be consolidated). Making the report’s three recommendations into a series of three grammatically parallel elements corrects this problem. Since the report recommended, it is redundant to use should. Each of the three parallel elements may consist of a verb and an object (1) eliminate unneeded beds, (2) consolidate expensive services, and (3) use space in other hospitals.
